SLED Budget & Policy Analyst - Remote

AM LLC has immediate openings for a SLED Budget & Policy Analyst to support state and local efforts to fight the COVID-19 pandemic at the community level. Candidates must be willing to undergo an appropriate background investigation to determine suitability and eligibility to work in public trust or sensitive positions. This is a remote position.

The State & Local Government and Education (SLED) Analyst works with senior management to monitor and analyze spending and budgetary developments in each of the fifty states and territories, with a special focus on Public Health programming and spending. The SLED Analyst assists the team in developing strategic insight into the impact of the American Rescue Plan Act COVID-19 Relief Bill and how states are using this appropriated funding to support public health in their communities. The role involves setting research priorities, and leading and managing research activities identified in cooperative agreements and external grants. This position requires an understanding of public health policy and educational programs, understanding jurisdictional issues at the state and local levels, and developing in-depth insight into state and local government approaches to COVID-19 funding, and the interplay between CDC and FEMA federal fund reimbursements.


  • Tracks and analyzes state and local legislation related to COVID-19 relief spending and public health issues.
  • Monitors developments in key states related to public health policy.
  • Provides leadership for and management of project activities including the collection, evaluation, interpretation, and documentation of research data to accomplish the objectives of research projects for cooperative agreement(s), grants, and related budgets.
  • Fosters collaborative relationships and advances strategic partnerships.
  • Provides technical assistance and subject matter expertise on program and policy issues.
  • Develops proposals, budgets, products, and progress reports.
  • Oversees the fulfillment of research objectives and strategies in the strategic plan.
  • Performs other duties as assigned


  • Master’s degree in Public Administration, Public Policy or related field preferred.
  • At least 5 years of experience in public policy and/or public health.
  • Knowledge of public health policy, organizations, and activities, at the state and local level.
  • Experience working at a trade association organization (ASTHO, NACCHO, NASHP, or similar).
  • Experience in cultivating relationships with grant funding agencies and membership organizations representing state public health programs.
  • Excellent written and oral communication skills, including presentation skills.
  • Strong organizational skills and experience in managing multiple projects simultaneously; experience with budgeting and grants management.
  • Experience in the creation of public health communication and instructional design materials.
  • Strong interpersonal skills to coordinate and collaborate with diverse staff members, funders, and organizational members
  • Technology requirements: PC with Windows 10, Antivirus Protection: Windows Defender and Windows Firewall; or Mac with Apple OS X 10.13, Antivirus Protection: Sophos; and personal mobile device to use for this job. (A headset is preferred.)
