The Prosper Africa initiative is a whole-of-U.S. Government effort to substantially increase trade and investment in the United States and Africa. Prosper Africa mobilizes and coordinates the U.S. Government’s (USG) full range of capabilities, influence, and assistance to substantially increase trade and investment while supporting jobs at home and abroad. The initiative aims to improve the U.S. government’s ability to encourage and facilitate engagement by U.S. businesses in Africa, accelerate African economic competitiveness and the growth of the continent’s middle class, and improve the business environment in promising African economies. Importantly, while Prosper Africa is a strategic investment by the U.S. Government, it will be responsive to the interests and direction of the private sector.

The Prosper Africa Executive Secretariat (PAES), supported by the U.S. Agency for International Development (USAID), seeks a M&E Advisor to manage implementation of the Prosper Africa Monitoring and Evaluation plan, including data collection, analysis and reporting related to Prosper Africa-related trade and investment efforts within the Secretariat and the interagency. In addition, the Advisor will ensure data quality and integrate data collection and reporting systems into overall data management, particularly the Prosper Africa Deal Tracker. As a critical member of the Initiative, the M&E Advisor, will 1) understand the approach, definitions and tools of USG Prosper Africa interagency member trade and investment functions, programs and activities; 2) lead and coordinate on the implementation of the Prosper Africa monitoring and evaluation plan, including data collection and analysis from the Secretariat, transaction advisors, and interagency partners; 3) integrate data collection systems into overall M&E management and support data cleaning and reconciling data in order to develop uniform and accurate reporting methods; 5) respond to urgent data requests from the interagency, Congress and other stakeholders and maintain systems to allow for the team to quickly access information on results as needed 5) facilitate, advise, and participate in, as needed, the development and implementation of Prosper Africa strategic, implementation and operational plans to analyze, track, and present the progress of USG efforts to achieve Prosper Africa initiative goals and objectives.

Starting Salary: $121,000

Oversee implementation and as-needed revisions of the Prosper Africa M&E Plan, including data collection and target-setting with the Secretariat and among the interagency on the key indicators and building consistency among the interagency in data captured and reported
Facilitate and support the collection, synthesis, analysis, and reporting of USG Prosper Africa data for use by Prosper Africa leadership to inform program planning and program performance management.
Develop and maintain strong relationships with M&E counterparts in other USG agencies and stay apprised of developments in the interagency M&E and data collection activities
Develop reporting tools that allow for data on pipeline and results to be captured and reported on quickly by other PAES team members and lead responses to taskers and inquiries on results
Problem solve for emerging issues, and respond to inquiries from leadership.
Support the PAES Communications team to develop and report information related to the Prosper Africa initiative goals, objectives, measures, benchmarks, milestones, outcomes and results;
Identify and disseminate lessons learned and best practice materials on M&E;
Help lead regular and ad hoc USG Prosper Africa reporting and facilitate and support the interagency members as they report on their individual work and results in support of the USG Prosper Africa initiative.
Lead the roll-out of the Prosper Africa Deal Tracker, a Salesforce cloud based system, including training and piloting activities.
Provide ongoing guidance and ad hoc training to Secretariat staff, departments and agencies, Embassy Deal Teams, and USAID program staff in the use of the Tracker.
Coordinate with the M&E team for the USAID’s Africa Trade and Investment (ATI) program to ensure ATI data reporting is consistent with indicators and results required for the Prosper Africa initiative and work with ATI contractors to utilize the Salesforce tracker as appropriate.
Continue to revise existing excel templates to facilitate data collection and reporting to ensure a backup system is maintained for agencies that do not use the Deal Tracker
Analyze data to ensure transaction information entered into the tracker is aligned to the definitions, terminology, and structure of the M&E Plan and to identify errors in data entry and develop methods to reduce errors and avoid duplication of data.
Work with interagency stakeholders to facilitate data exchange, including development of data sharing agreements, as needed, and develop methods to reduce the data entry demands on Embassy Deal Team and interagency members. Develop report formats needed for the Secretariat reporting and coordinate with Deal Tracker O&M contractor to create required report functionality
Support the development of budgets and scopes for contractors required for the management of the tracker
Other M&E and data analysis duties, as assigned.

A bachelors degree with 6 years of relevant experience
Experience working on trade and investment preferred.
Experience working on M&E programs within the USG preferred
Experience in working with Salesforce systems, including designing functionality and training other users, preferred.
Strong knowledge of data quality assurance, data analysis and reporting.
Experience developing reporting tools in excel and database format
Using project and activity M&E data to adapt programming.
Ability to quickly acquire a thorough understanding of USG trade and investment programming objectives, Prosper Africa’s strategy, results expected, planning and reporting systems and the key lines of investigation and learning agendas.
Knowledge of the objectives and operations of the U.S. Government functions related to trade and investment in the United States and Africa preferred.
Demonstrated interpersonal skills, implemented within a complex interagency setting, including strong teamwork skills coordination, facilitation, and presentation skills that can bring disparate groups together and lead to decisions, and foster organizational change strategies.
Demonstrated abilities and track record in strategic, systems and holistic thinking, managing resistance to change and understanding of organizational culture, learning and change management.
Ability to take a solutions oriented approach to complex challenges in data consistency and collection and ability to work in an environment of ambiguity while being flexible and responsive to reporting needs
Ability to advance the USG Prosper Africa initiative with a wide array of individuals and institutions is required.
Strong writing skills and ability to prepare clear, substantive reports and briefing papers in English, in a timely manner.
U.S. Citizenship and the ability to obtain a Secret security clearance required.
