Under the direction of the Director of Health Services, the Staffing Manager is responsible for implementing, maintaining appropriate staffing levels for the department, on-boarding and training of new hires, including day-to-day supervision of direct care providers, in relation to all staffing-related activities.

Essential Job Functions:

  • Staffing
  • Responsible for helping ensure adequate staff are employed and trained to meet clients’ needs, in cooperation with the Director of Health Services and the Human Resources department.
  • Resume screening.
  • Interviewing.
  • Job offers.
  • New hire on-boarding.
  • Audits as assigned.
  • Ensures new hires complete required training at hire and ongoing.
  • Scheduling
  • Responsible for the creation and maintenance of staff scheduled for the Health Services Department, with consultation from the Director of Health.
  • Responsible for working with the Director of Health Services to provide appropriate levels of staff in correlation with resident care and facility needs.
  • Responsible for the day-to-day supervision and implementation of staff in the health services departments.
  • Creates, distributes and revises schedule and shares scheduling-related data with staff, clients and other departments within the organization.
  • Maintains accurate records of staff contact information and availability.
  • Manages staff time-off requests, and determines whether time-off can be granted in accordance with staffing needs, and company and department policies.
  • Responsible for communicating schedule and any changes with employees, the Director of Health Services, nursing managers, charge nurses and/or administrative staff regarding any unresolved issues or concerns related to staffing.
  • Authorizes overtime as appropriate for efficiency of business operations.
  • Responsible for the effective sharing of scheduling-related data with staff, clients and other departments within the organization.
  • Manages after-hours staffing needs as part of the department’s on-call rotation.
  • Reconciles schedules to billing and payroll.
  • Develops staffing statistics, metrics and reports them for monthly board reports and at quarterly quality assurance meetings.
  • Works closely with Director of Health Services in determining effective staffing solutions based on clinical care needs.
  • Regularly communicates with clients and their representatives in regards to care-related issues and general service provision concerns.
  • Performance Management
  • Supervise and manages the Staffing Coordinator, if applicable.
  • Monitors employee attendance and performance and takes appropriate disciplinary action, in consultation with the Director of Health Services and Human Resources.
  • Ensures employees meet regulatory compliance requirements including in-service hours attainment, and training requirements.
  • Monitors and maintains in-service and training records for the Health Services department.
  • Recommends and implements staff development activities in order to facilitate the growth of departmental cohesion.
  • Participates in employee performance review process for front-line staff.
  • Attends or conducts various meetings as needed.

Education Required:

Bachelor’s Degree preferred, preferably in a human services or healthcare field.

Years/Months of Experience: *

  • Minimum of three to five years of progressively responsible experience in supervising a large staff of direct service providers in the in-home care, home health, social service or healthcare field.
  • Minimum of three to five years supervising staff scheduling in a high-volume and fast-paced atmosphere.

Knowledge / Mental / Skill Requirements:

  • Excellent written and verbal communication skills including communicating work effectively with a diverse population.
  • Familiarity with Oregon Administrative Rules governing ALF/RCF agencies preferred.
  • Previous experience with staffing software. Excellent computer skills and ability to understand and utilize job-specific software/databases. Working knowledge of MS Office with emphasis on Word, Excel, Outlook, and PowerPoint.
  • Must be detail-oriented with demonstrated accuracy.
  • Must be able to work independently, as well as thrive in a fast-paced, dynamic, team environment.
  • Ability to interpret and comply with regulations and policies.
  • Ability to prioritize workload while dealing with multiple demands and priorities.
  • Highly organized and have the ability to adapt and deliver despite continuously changing priorities.
  • Ability to provide thoughtful and thorough analysis, draw conclusions and make recommendations.

Good, clean environment to work in, it really is a 5 star building and in a great neighborhood. Amazing views of downtown, we used to have access to the cafeteria downstairs at half off but with COVID in place now I am not sure, all in all great coworkers, but do realize if you are a CNA you will be working with Alzheimer patients and that requires a lot of mental and physical stamina. So make sure your back and core are solid otherwise you may get injuries. Terwilliger also has a lot of employee benefits for classes, mental health, and a very open-door feel to dealing with management and HR, company culture is pretty good.
